India's Applied AI Builder Cohort
India's AI opportunity is not simply a story about the number of developers using AI tools. The more interesting question is how many developers are actually building and deploying AI products.
GitHub's 2025 Octoverse shows the scale of India's developer growth alongside rapid expansion in AI-related development activity globally. It also reports India as the largest source of new developers joining GitHub during 2025.
That creates a new ecosystem question:
Who are the serious builders inside that larger population?
The observation
The AI developer population is becoming more diverse.
You can broadly see several groups:
- Experimenters
- using models and AI tools to learn.
- Application builders
- integrating APIs, models, agents, and retrieval into products.
- Infrastructure builders
- creating developer tooling, model infrastructure, evaluation systems, and deployment layers.
- Domain builders
- applying AI inside specific industries.
These groups need different ecosystem support.
Where teams get it wrong
Platforms often treat “AI developers” as one audience.
They are not.
A student experimenting with an API, a startup deploying an AI product, and an infrastructure engineer building evaluation tooling may all appear inside the same ecosystem dashboard while requiring completely different programs.
The operating model
Segment by behavior rather than label.
Look for:
- repeated project activity
- technical depth
- deployment behavior
- open-source participation
- product usage
- community contribution
- willingness to teach or mentor others
Then build programs around those signals.
The next advantage in AI ecosystem building will come from identifying serious builders earlier, not from reaching everyone at once.
